MAYOR & COUNCIL MEETING    BARNEGAT LIGHT     JANUARY 21, 2005

 

THE SPECIAL MEETING of the Mayor and Council was called to order by  Mayor Larson, at 9:00am at the Borough Hall, on West 10th Street. The  Mayor stated that adequate notice of this meeting has been provided in accordance with the New Jersey Open Public Meetings Act by transmitting notice of same to the Beach Haven Times and the Atlantic City Press on January 7, 2005 and by posting a copy of the notice of this meeting on the bulletin board in the Borough Hall on January a7, 2005. Said newspapers were designated by Mayor and Council on January 3, 2005, to receive such notice, and by filing a copy of the notice with the Borough Clerk on January 7, 2005.

THE CLERK stated that the minutes of this meeting are being officially recorded and such tape will be on file in the office of the Borough Clerk and be made a part of these written minutes.

 

RESOLUTIONS:

 

RESOLUTION 05-056

 

RESOLUTION OF THE BOROUGH OF BARNEGAT LIGHT,

COUNTY OF OCEAN, STATE OF NEW JERSEY,

PROVIDING FOR THE CREATION OF MUNICIPAL

ZONING BOARDS OF ADJUSTMENT AND FOR THE

APPOINTMENTS OF MEMBERS THERETO

 

     WHEREAS, NJSA 40:55D-1 et seq, provides for the creation of municipal Zoning Boards of Adjustment and for the appointment of members thereto; and

 

     WHEREAS, the Zoning Board of Adjustment consists of a seven (7) member board and two (2) alternates; and

 

     WHEREAS, Jean Podimsky has resigned as a regular member and Owen Caffrey has moved up to her unexpired seat (December 31, 2005) from his alternate position and  Alternate #2 will now be Eric Stokes, expiring December 31, 2006 ; and

 

     NOW, THEREFORE, BE IT RESOLVED THAT:

 

          1. That Alternate # 2, Owen Caffrey will move up to the regular seat to expire December 31, 2005 and Eric Stokes will fill the unexpired seat of Owen Caffrey, alternate #2, expires December 31, 2006.

         

          2.  A certified copy of this resolution will be sent to the above mentioned and the Zoning Board Secretary.

RESOLUTION 05-057

 

 

RESOLUTION OF THE BOROUGH OF BARNEGAT LIGHT,

COUNTY OF OCEAN, STATE OF NEW JERSEY,

APPOINTING MEMBERS TO JOINT ENVIRONMENTAL COMMISSION

 

 

 

     WHEREAS, the Mayor of the Borough of Barnegat Light desires to appoint two members to the Joint Environmental Commission; and

 

     WHEREAS,  one of the members has to be a member of the Planning Board.    

         

 

     NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Barnegat Light, County of Ocean, State of New Jersey as follows:

 

1.                    Kirk O. Larson and Scott Sharpless are hereby appointed as members of the Joint Environmental Commission for a term of one year, ending December 31, 2005.

 

2.                    Certified copies of this resolution shall be forwarded to the Borough of Ship Bottom, Kirk O. Larson and Scott Sharpless.

RESOLUTION 05-058

 

 

RESOLUTION OF THE BOROUGH OF BARNEGAT LIGHT,

COUNTY OF OCEAN, STATE OF NEW JERSEY,

SELLING FORD/LEACH GARBAGE TRUCK AND CONTAINERS

WITHOUT ADVERTISING FOR BIDS

 

     WHEREAS, the Borough of Barnegat Light desires to dispose of real property that is no longer needed for public use; and

 

 

     WHEREAS,  NJSA 40A:11-36 # 6 states that if the estimated fair value of the property to be sold does not exceed the applicable bid threshold ($3750.00) in any one sale or is either livestock or perishable goods, it may be sold at private sale without advertising for bids.

 

     WHEREAS,  said Ford/Leach Garbage Truck and containers were examined by Peter Roselli and an offer was made by Cambria Automotive Companies, Inc. for $3300.00.     

 

     NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Barnegat Light, County of Ocean, State of New Jersey as follows:

 

1.            The above mentioned vehicle and containers can be purchased by Cambria Automotive Companies, Inc. for the purchase price of $3300.00.

 

2.            The buyer shall pay with either a certified check or money order.

 

3.            The Borough will surrender the truck and containers along with all necessary paperwork.

 

4.            A certified copy of this resolution will be sent to Cambria Automotive Companies, Inc. and the Borough treasurer.

Lisa Jones, CFO went over the debt statements.  She mentioned we may want to look into permanent financing.  Michael Spark discussed the proposed changes in the water rates.  We did the ordinance by title only at the meeting of January 19, 2005.  A letter is going to be sent to Commissioner Palmer regarding the master meter that he said he would fix.  There is still a problem and Art has never heard back from him. We need $30,000 for the truck for the DPW.  The tram is fine, it was fixed at Cherry Valley Tractor.  Lisa is going to send the figures we worked with at this and the last meeting to Bill Antonides.  We will have another budget meeting, but have not set a firm date at this time.
