MAYOR AND COUNCIL MEETING    BARNEGAT LIGHT  APRIL 16, 2008

 

THE CAUCUS MEETING of the Mayor and Council was called to order by    Mayor Larson at 7:30pm at the Borough Hall, on West 10th Street. He stated that adequate notice of this meeting has been provided in accordance with the New Jersey Open Public Meetings Act by posting a copy of the notice of this meeting on the bulletin board in the Borough Hall on January 2, 2008 and by mailing a copy of the notice to the Beach Haven Times and Asbury Park Press, newspapers designated by Mayor and Council on January 2, 2008, to receive such notice, and by filing a copy of the notice with the Borough Clerk on January 2, 2008.

The Mayor asked all the council what they thought about joining with all but one other island town for the Lobbyist.  A discussion followed and they said they had the original money in the budget – but did not have any additional money due to the fact that all the remaining towns will have to pay more because Beach Haven decided not to do it.  No final decision was reached at this time.    On a motion by Reynolds, seconded by Spark and carried by all there was a 10 minute break.

COMMITTEE REPORTS:

 

PUBLIC SAFETY:  COUNCILMAN MORRISON asked that the Police and Court reports for February and March be made a part of the minutes.

 

DOCKS AND HARBORS: COUNCILMAN MIKULETZKY said the ramp is open and the liveries will be open soon.  He mentioned that the clam project received the Governor’s Tourism Award!  He mentioned the amphibious cars that have been being tested at the bay by Lockheed Martin.  He also asked if anyone would be willing to sponsor the clam out in front of Borough Hall.  Comcast sponsored it last year.  Frank thought that the Taxpayers might be interested.  President Tom Day of the Taxpayer’s Association said they would help to get the word out. Mayor said he will find somebody. 

 

FINANCE:  COUNCILMAN WARR said we are not going to be introducing the budget tonight. 

 

PUBLIC WORKS:  COUNCILMAN BOSSI said that 12th Street is finished.  He mentioned recycling.  Work is going on in the Lifeguard House.  The boulevard is going to be repaved this year.  The other half of Bayview Avenue is also going to be repaved.

 

WATER/SEWER: COUNCILMAN SPARK gave an update of the progress at the Coast Guard Cottage and asked that the water/sewer report be made a part of the minutes.

 

BEACHES AND PARKS:  COUNCILWOMAN REYNOLDS reported that Tom Day had seen the DEP on the beach and that must mean they are getting ready for the piping plovers.  There are several openings in the LIT first session.  We are looking for one more beach badge checker.

 

0PEN PUBLIC SESSION:  On a motion by Bossi, seconded by Reynolds and carried by all, the public session was opened.  Tom Day, President of the BLTPA said they would put the Clam info on their Web Site.  He felt it was important to still do the Lobbyist as originally planned.  Tom Stiles said we should all stick together. He asked if we had ever received reports from the Lobbyist.  Gene Sharpless said we need access to the bridge and that is through several towns that need beach replenishment. Pat Voss said she likes the Clam!  She is a volunteer for the clam project.  Fran Puskas asked if there would be a Blessing of the Fleet – and it will be on June 15th.  She said Cheri Novick is in charge of the Clam Project at the boat ramp.  George Warr mentioned that the skate park kids are not wearing the proper gear.  What will we do?  It was decided to give each Councilperson and the Mayor a key to the park and they can lock it if those using it are not obeying the rules.  They can also re open it again if they want.  On a motion by Warr, seconded by Reynolds and carried by all the meeting was once again closed.

     WHEREAS, the Borough of Barnegat Light is in need of a Ford F350 4 x 4 Beach Truck; and

 

     WHEREAS, Warnock Fleet has the desired equipment, and is under State Contract NO. A-71012.

 

     NOW, THEREFORE BE IT RESOLVED that a contract be awarded to Warnock Fleet, for said vehicle for the following price:

          WHEREAS, the Finance Committee of the Borough of Barnegat Light has examined the vouchers presented for payment,

 

          NOW, THEREFORE, BE IT RESOLVED, that the approved vouchers amounting to $1,326,485.68 be authorized to be paid upon verification of the Treasurer that there is sufficient money in the appropriated accounts, subject to adequate signatures and funding.

RESOLUTION OF THE BOROUGH OF BARNEGAT LIGHT, COUNTY OF OCEAN, STATE OF NEW JERSEY, AUTHORIZING THE EXECUTION OF A CHANGE ORDER TO THE CONTRACT WITH Mixalia Enterprises LLC to prime paint the wood trim AT THE COAST GUARD BUILDING.

 

            WHEREAS, a contract was previously awarded for painting services at the Coast Guard Building to Mixalia Enterprises LLC, at the price of $17,000.00 in January 2008; and

 

              WHEREAS, the Mayor and Borough Council wish to authorize a change order to provide for additional costs consisting of additional prime painting for the wood trim; and

 

            WHEREAS, this change order which will result in an increase in the contract price in the amount of $1,128.00; and

 

            WHEREAS, the change order has been recommended by the Borough Project Manager and agreed to by the contractor; and

 

            WHEREAS, this change order and all other change orders amount to a total less than 20% of the original contract awarded to Mixalia Enterprises LLC.

 

 

            NOW, THEREFORE, BE IT RESOLVED by the Mayor and Borough Council of the Borough of Barnegat Light, County of Ocean, State of New Jersey, as follows:

 

            1.         That the Mayor and Borough Council of the Borough of Barnegat Light do hereby authorize the execution of Change Order Number 1 to the contract with Mixalia Enterprises LLC for additional costs consisting of additional wood trim prime painting services at the Coast Guard Building, to provide for an increase of the contract price from $17,000.00 to $18,128.00, an increase of $1,128.00 in the contract price. The Mayor and Borough Clerk are hereby authorized to execute a Change Order for the same, a copy of which is attached hereto & is incorporated herein by reference.

            WHEREAS, the Borough of Barnegat Light is in need of exterior light fixtures for the Coast Guard Building Project, the cost of which was anticipated to be less than the Borough’s formal bidding threshold of $29,000.00; and

 

            WHEREAS, in March 2008, several written price quotes were received by the Borough as follows:

 

                        Main Electric Supply Company, Inc.                 $  13,680.25

                        Good Friend Electrical Supplies                        $  14,636.40

                        Cooper Electric                                                no bid  

                                                                       

            WHEREAS, said price quotations were taken under advisement and have been reviewed by the Borough Treasurer and Project Manager, and it has been determined that Main Electric Supply Company, Inc., submitted the lowest price quotation in accordance with the Borough’s specifications, said bid being in the amount of $  13,680.25; and

 

            WHEREAS, it is the desire of the Mayor and Borough Council of the Borough of Barnegat Light to award a contract for exterior light fixtures for the Coast Guard Building to Main Electric Supply Company, Inc., who submitted the lowest price quotation for the same.

 

 

            NOW, THEREFORE, BE IT RESOLVED by the Mayor and Borough Council of the Borough of Barnegat Light, County of Ocean, State of New Jersey, as follows:

            WHEREAS, the Borough of Barnegat Light is in need of exterior light post bases for the Coast Guard Building Project, the cost of which was anticipated to be less than the Borough’s formal bidding threshold of $29,000.00; and

 

            WHEREAS, in February-April 2008, several written price quotes were received by the Borough as follows:

 

                        Edward Episcopo Masonry                  $  2,970.00

                        Diamond Construction                          $  7,800.00

                        Johnson Masonry LLC                         $  2,183.20

                        Fred Grimste Masonry                          no bid  

                                                                       

            WHEREAS, said price quotations were taken under advisement and have been reviewed by the Borough Treasurer and Project Manager, and it has been determined that Johnson Masonry LLC submitted the lowest price quotation in accordance with the Borough’s specifications, said bid being in the amount of $  2,183.20; and

 

            WHEREAS, it is the desire of the Mayor and Borough Council of the Borough of Barnegat Light to award a contract for exterior light post bases for the Coast Guard Building to Johnson Masonry LLC, who submitted the lowest price quotation for the same.

RESOLUTION OF THE BOROUGH OF BARNEGAT LIGHT,

COUNTY OF OCEAN, STATE OF NEW JERSEY,

REQUESTING SHARE GRANT THROUGH STATE OF NEW JERSEY

 

 

WHEREAS, the Governing Body of Barnegat Light and the Township of Long Beach, Borough of Harvey Cedars, Borough of Ship Bottom, Borough of Surf City and the Borough of Beach Haven

Have agreed to apply for a SHARE (Sharing Available Resources Efficiently) Program Grant through the State of New Jersey SHARE Program in the amount of $ 20,000;and

 

WHEREAS, the Township of Long Beach has agreed to be the lead agency in this program; and

 

WHEREAS, the State of New Jersey has made SHARE Grants available to assist local units to study, develop and implement new shared and regional services; and

 

WHEREAS,  the purpose of this grant is to promote shared services between our local units through a study of the possible sharing of inspection services for fire, plumbing and electric; and

 

     NOW, THEREFORE, BE IT RESOLVED by the Governing Body of the Borough of Barnegat Light, that the Borough of Barnegat Light does hereby join with Long Beach Township in applying for a grant for the purpose of a feasibility study of such an endeavor; and

 

     BE IT FURTHER RESOLVED that Borough of Barnegat Light  agrees to provide a portion of the required local matching funds in the amount of $333.33 as its contribution to the study’s costs.

ORDINANCE 2008-07

                                                                                                              

AN ORDINANCE OF THE BOROUGH OF BARNEGAT LIGHT, COUNTY OF OCEAN, STATE OF NEW JERSEY, AUTHORIZING the capital purchase of a fuel tank for well #4, AND APPROPRIATING $12,000.00 THEREFOR, AND PROVIDING FOR THE ISSUANCE OF $12,000.00 IN GENERAL UTILITY BONDS OR NOTES OF THE BOROUGH OF BARNEGAT LIGHT TO FINANCE THE SAME.

 

 

The Clerk read the above by title and number and the Mayor announced it is time to consider same for passage on second reading according to law. Morrison moved to open public hearing, seconded by Spark and carried by all.  There was no comment, on a motion by Warr, seconded by Reynolds and carried by all the public hearing was closed.  Mikuletzky moved to adopt, seconded by Reynolds.

AN ORDINANCE OF THE BOROUGH OF BARNEGAT LIGHT, COUNTY OF OCEAN, STATE OF NEW JERSEY, AUTHORIZING the repair of the roof, deck & siding at well #4, AND APPROPRIATING $25,000.00 THEREFOR, AND PROVIDING FOR THE ISSUANCE OF $25,000.00 IN GENERAL UTILITY BONDS OR NOTES OF THE BOROUGH OF BARNEGAT LIGHT TO FINANCE THE SAME.

 

The Clerk read the above by title and number and the Mayor announced it is time to consider same for passage on second reading according to law. Spark moved to open public hearing, seconded by Warr and carried by all. There were no comments, on a motion by Bossi, seconded by Reynolds the public hearing was closed.  Bossi moved to adopt, seconded by Reynolds.

CORRESPONDENCE

 

Letter was read from Fran Zak, AOL volunteer regarding permission to have to seining days on July 22 and August 12 from 10:00am to 11:15am.  On a motion by Reynolds, seconded by Morrison and carried by all permission was granted.  Ed Sulecki is taking the certified public works manager courses and he was awarded a certificate for the first class – Management Tasks, Responsibilities and Practices.
