MAYOR AND COUNCIL MEETING BARNEGAT LIGHT FEBRUARY 20, 2008
THE CAUCUS MEETING of the Mayor and Council was called to order by Mayor Larson at 7:30pm at the Borough Hall, on West 10th Street. He stated that adequate notice of this meeting has been provided in accordance with the New Jersey Open Public Meetings Act by posting a copy of the notice of this meeting on the bulletin board in the Borough Hall on January 2, 2008 and by mailing a copy of the notice to the Beach Haven Times and Asbury Park Press, newspapers designated by Mayor and Council on January 2, 2008, to receive such notice, and by filing a copy of the notice with the Borough Clerk on January 2, 2008.

The Mayor spoke about the 150 years old Lighthouse Celebration and asked if anyone was interested in helping the Lighthouse out with this. The Taxpayer’s Association said they might be. The Mayor mentioned that John Pearce has retired after 30 years in Barnegat Light. He said we should do a resolution. Dottie Reynolds said she is looking into bonuses for the Beach Badge Checkers on the beach. She will meet with her committee and get back to us. Mike Spark mentioned water meters and said he will keep updating us on same. On a motion by Reynolds, seconded by Mikuletzky and carried by all there was a 10 minute break.

The Mayor stated that adequate notice of this meeting has been provided in accordance with the New Jersey Open Public Meetings Act by transmitting notice of same to the Beach Haven Times and the Atlantic City Press on January 2, 2008 and by posting a copy of the notice of this meeting on the bulletin board in the Borough Hall on January 2, 2008 Said news papers were designated by Mayor and Council on January 2, 2008, to receive such notice, and by filing a copy of the notice with the Borough Clerk on January 2, 2008.

THE CLERK stated that the minutes of this meeting are being officially recorded and such tape will be on file in the office of the Borough Clerk and be made a part of these written minutes.

Mayor Larson announced the three names submitted by The Republican County Committee to fill the vacancy left on council by the resignation of Harry P. Howard. They are Dave Bossi, Al Oros and Scott Sharpless. Frank Mikuletzky nominated Dave Bossi, seconded by Michael Spark and carried by all. Dave was given the oath of office by Terry F. Brady and was seated on the council. Mrs. Reynolds moved to have Dave be Chairman of the Public Works Committee, seconded by Spark and carried by all this was approved.
THE MAYOR asked for a motion to approve the minutes of the Meeting of January 16, 2008 regular meeting. On a motion by Mr. Morrison, seconded by Mr. Mikuletzky, the minutes were approved.

COMMITTEE REPORTS:
PUBLIC SAFETY: COUNCILMAN MORRISON presented the new format for the Long Beach Township monthly police report. He asked that the report and also the court report be made a part of the minutes.
DOCKS AND HARBORS: COUNCILMAN MIKULETZKY aid we are still looking for a Dock Master.
BEACHES AND PARKS: COUNCILWOMAN REYNOLDS said there are still some spaces in the LIT Program.
FINANCE: COUNCILMAN WARR was absent.
PUBLIC WORKS: COUNCILMAN BOSSI mentioned the refund we are getting from the Ocean County Sewerage Authority. It is $32,000 plus! He also mentioned a grant he wants to apply for in Emergency Management. We would need $2,000 in the budget as our share. He will speak with TC.
WATER/SEWER: COUNCILMAN SPARK said we do not have a water sewer report this month. He presented the plaques that we received from the JIF. He and Art Ballinger attended the breakfast. He also said we should put at least some money in the budget toward the metering project. We still have not decided what we are doing.
0PEN PUBLIC SESSION: On a motion by Morrison, seconded by Reynolds and carried by all, the public session was opened. Shirley Alnutt wondered when 12th Street would be finished. Tom Stiles brought some photos he had taken of a broken drain at 17th Street. He also said people are dumping stuff there again. There was some discussion about that. Tom Day mentioned the Cox CAFRA application and the fact that the BLTPA had written a letter to CAFRA opposing the project. He wondered how long it takes for the review. He also questioned water meter charges. On a motion by Morrison, seconded by Reynolds and carried by all the meeting was once again closed.

RESOLUTION 08-053
RESOLUTION OF THE BOROUGH OF BARNEGAT LIGHT,
COUNTY OF OCEAN, STATE OF NEW JERSEY,
APPOINTING EMERGENCY MANAGEMENT PERSONNEL
WHEREAS, the Mayor and Council of the Borough of Barnegat Light desire to appoint an Emergency Management Coordinator for a term of three (3) years from January 1, 2008 to December 31, 2010.
WHEREAS, Section 16-2 of the Borough Code of the Borough of Barnegat Light provides that the Mayor shall appoint an Emergency Management Coordinator from among the residents of the municipality; and
WHEREAS, Borough Code Section 16-2 provides that the Emergency Management Coordinator shall appoint the Deputy Emergency Management Coordinators with the approval of the Mayor; and
WHEREAS, it is the desire of the Mayor and Borough Council of the Borough of Barnegat Light to confirm the appointment to the position of Deputy Emergency Management Coordinator.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Borough Council of the Borough of Barnegat Light, County of Ocean, State of New Jersey, as follows:
1. That the Mayor and Borough Council do hereby appoint Kirk O. Larson as Emergency Management coordinator.
2. That Kirk O. Larson, the Borough Emergency Management Coordinator desires to appoint David E. Bossi and Kathy Guerrero as Deputy Coordinators – terms to run for three years from January 1, 2008 to December 31, 2010.
3. That certified copies of this resolution shall be forwarded to David E. Bossi, Kathy Guerrero, Kirk O. Larson and the Ocean County Office of Emergency Management.

RESOLUTION 08-54
RESOLUTION OF THE BOROUGH OF BARNEGAT LIGHT,
COUNTY OF OCEAN, STATE OF NEW JERSEY,
PROVIDING FOR AN AMENDMENT TO THE
TEMPORARY BUDGET FOR THE
BOROUGH OF BARNEGAT LIGHT
WHEREAS, N.J.S.A. 40A:4-19 provides for the making of temporary appropriations for the period January 1, 2008 to the adoption of the 2008 Budget; and
WHEREAS, the Governing Body desires to provide for the orderly method of meeting claims during the period prior to the adoption of the 2008 Budget; and
WHEREAS, the Local Finance Board recently approved the Director’s request to modify several statutory budget deadlines in Local Finance Notice 2008-2 dated January 18, 2008; and
WHEREAS, the Governing Body may by resolution, adopted by February 29, 2008, increase its temporary budget appropriation to provide for the period between March 20, and the adoption of the 2008 budget. The total of the appropriations shall not exceed 1/12 of the total appropriations made for all purposes in the budget for the 2007 fiscal year, excluding in both instances appropriations made for the interest and debt redemption charges, capital improvement fund and public assistance.
NOW, THEREFORE, BE IT RESOLVED that the following appropriations be adopted as the 2008 Temporary Budget.
