`MAYOR & COUNCIL MEETING   BARNEGAT LIGHT, JANUARY 3,  2005

 

 

THE ORGANIZATION MEETING of the Mayor and Council was called to order by Mayor Larson at 9:00am at the Borough Hall, on West 10th Street.  The Mayor stated that adequate notice of this meeting has been provided in accordance with the New Jersey Open Public Meetings Act by posting a copy of the notice of this meeting on the bulletin board in the Borough Hall on January 2, 2004 and by mailing a copy of the notice to the Beach Haven Times and the Asbury Park Press, newspapers designated by Mayor and Council on January 2, 2004 to receive such notice, and by filing a copy of the notice with the Borough Clerk on January 2, 2004.

 

PLEDGE OF ALLEGIANCE

 

THE CLERK stated that the minutes of this meeting are being officially recorded and such tape will be on file in the office of the Borough Clerk and be made a part of these written minutes.

NOMINATIONS FOR COUNCIL PRESIDENT:  Councilman Morrison nominated Councilman Spark, this was seconded by Councilwoman Reynolds.  There were no further nominations.  Morrison moved to appoint, seconded by Reynolds and carried by all with Spark abstaining.

             SETTING THE TIME, DATE AND PLACE OF

              THE MEETING OF MAYOR AND COUNCIL

 

 

     BE IT RESOLVED that the Mayor and Council, the Governing Body of the Borough of Barnegat Light, shall hold their regular meetings as follows:

 

     JANUARY 19, FEBRUARY 16, MARCH 16, APRIL 20, MAY 18,

     JUNE 15, JULY 20, AUGUST 17, SEPTEMBER 21, OCTOBER 19,    NOVEMBER 16, AND DECEMBER 14, 2005.

     All Meetings will be held at the Borough Hall, 10 W 10th St. Meetings will be:  Caucus 7:30PM, Regular Meeting 8:00PM. 

 

     Reorganization of 2006 - January 2, 2006, 9:00AM, Borough Hall, 10 W. 10th Street, Barnegat Light.

 

     The Governing Body may also call Special Meetings on 48 hours notice, which shall state when and where it is to be held and the matters to be considered at the meeting.  The Mayor and three (3) Council members, or in the absence of the Mayor, four (4) Council members shall constitute a quorum for the transaction of business.

RESOLUTION 05-002

 

 

        RESOLUTION OF THE BOROUGH OF BARNEGAT LIGHT,

            COUNTY OF OCEAN, STATE OF NEW JERSEY,

            PROVIDING FOR A TEMPORARY BUDGET FOR

                THE BOROUGH OF BARNEGAT LIGHT

 

 

     WHEREAS, NJSA 40A:4-19 provides for the making of temporary appropriations for the period January 1, 2005 to the adoption of the 2005 Budget; and

 

     WHEREAS,  the Governing Body desires to provide for the orderly method of meeting claims during the period prior to the adoption of the 2005 Budget.

 

     NOW, THEREFORE, BE IT RESOLVED that the following appropriation which do not exceed twenty-five percent (25%) of the 2004 appropriations exclusive of Debt Service, Capital Improvement Fund and Public Assistance, and hereby adopted as the 2004 Temporary Budget:

MUNICIPAL ATTORNEY

 

     WHEREAS, there exists a need for the services of a Municipal Attorney; and

 

     WHEREAS, the Local Public Contracts Law (NJSA 40A:11-1 et seq) requires that the resolution authorizing the award for contracts for professional services with out competitive bids must be publicly advertised.

 

     NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Barnegat Light as follows:

 

     1.  Terry F. Brady, Esq. is hereby appointed to represent the Borough of Barnegat Light as Borough Attorney for the year 2005.

     WHEREAS, the Local Public Contracts Law (NJSA 40A:11-1 et seq) requires that the resolution authorizing the award for contracts for professional services with out competitive bids must be publicly advertised.

 

     NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Barnegat Light as follows:

     BE IT RESOLVED, in accordance with Resolution 87-95, adopted by a two-thirds majority of the Governing Body, in September 1987, that Council members shall organize into Committees deemed necessary.  Each Committee shall have it's own chairperson.

RESOLUTION OF THE BOROUGH OF BARNEGAT LIGHT,

COUNTY OF OCEAN, STATE OF NEW JERSEY

EMPLOYING WATER SEWER

SUPERINTENDENT FOR THE BOROUGH.

 

 

     WHEREAS, the Borough of Barnegat Light desires to reappoint Arthur Ballinger as Superintendent of Water-Sewer for the Borough of Barnegat Light.

 

     NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Barnegat Light, County of Ocean, State of New Jersey as follows:

 

     1.  That the Mayor and Council do hereby appoint Arthur Ballinger as Water-Sewer Superintendent for the year 2005.

 

     2.  That Arthur Ballinger be compensated according to the Salary Ordinance of the Borough of Barnegat Light as amended from time to time.

 

     3.  That a certified copy of this resolution shall be forwarded to the Borough Treasurer and Arthur Ballinger.
